Now, residents of Pyeongtaek City in Gyeonggi Province can receive compensation for noise generated by military aircraft such as fighter jets without resorting to a lawsuit.
Currently, Pyeongtaek City is producing and distributing leaflets that offer easy-to-understand guidance to residents regarding new systems and policies that will change from 2022. Included among the 32 related items in 4 categories are social welfare and environmental sanitation, with the 'payment of compensation for military noise damage’ listed under environmental sanitation.

Aircraft noise damage can potentially disrupt sleep, raise blood pressure, cause hearing loss, and induce psychological stress.
In the case of civil aviation, related laws for airport noise prevention
and noise countermeasures have been applied. Civil aviation engages in noise
control initiatives, resident support projects, and facility relocation
compensation for adjacent areas.
Despite the considerable noise damage caused by fighters, however, military
airfields have lacked a legal basis for supporting affected areas!
As a result, the residents of airfield-adjacent areas had to file lawsuits
against the country directly, and only then were they able to receive compensation.
Moreover, conflicts between residents and the country could not be avoided
during the litigation process, resulting in losses due to litigation costs.

This damage compensation is in accordance with the enforcement of the Military
Noise Compensation Act and the notification of designated areas that require
noise countermeasures.
Eligible Compensation Recipients
This initiative benefits approximately 60,000 residents of 10 neighborhoods in
Pyeongtaek City who live in a noise-affected areas. Even if you do not file a
personal lawsuit, a certain amount of damage compensation will be provided
every month.
In the compensated neighborhoods, including Sinjang 1.2-dong and
Paengseong-eup, residents including non-Koreans whose registered residence was in
a noise-controlled area from November 27, 2020, to December 31, 2021, can apply
for compensation.
Compensation Amount
Compensation is paid differently according to noise levels as measured
in ‘Weighted
Equivalent Continuous Perceived Noise Level’ or ‘WECPNL.’
According to this scale, KRW 60,000 is paid per resident per month in a
Type 1 area (95 WECPNL and above), KRW 45,000 in a Type 2 area (more than 90
WECKLE and less than 95 WECKLE), and KRW 30,000 in a Type 3 area (over 80
WECKLE and less than 90 WECKLE). Note that there may be a payment reduction within
the prescribed period depending on the date of occupation, the period of actual
residence, and workplace location.

about a given area, you can make an inquiry through the Q&A section's on

from the Ministry of National Defense.

Currently, the first compensation payments are slated for August 2022.
A regional review committee will convene in March to review the applications submitted by the end of February. Recipients will be notified of the final decision by May, and the first compensation payments will be made in August.

Applying for Compensation
If you reside in an affected area, how do you apply for compensation
by February 28?
There are three ways to apply for compensation.
First, you can directly visit the Noise Compensation Team in the
Paengseong/Songtan International Exchange Center.
Second, you can send an application by registered mail (Korea-US
Exchange Division, Noise Compensation Team).
Third, you can conveniently apply via email (hanmi5331@korea.kr).
Residents of Pyeongtaek City who
have suffered daily from military aircraft noise can now receive compensation
without the hassle of lawsuits. If you are a Korean or non-Korean resident of an
affected region, please apply as soon as possible. Compensation will be made fairly
and promptly.
