The Gyeonggi-do Fire and Disaster Headquarters announced on July 15 that it will strengthen initial fire safety education for foreign workers entering the country and also conduct fire training for the employers of foreign workers. The distribution of household fire extinguishers, fire alarms, and other firefighting paraphernalia in foreigner residences will continue to be expanded.
The Gyeonggi-do Fire and Disaster Headquarters has formulated and put into action a master plan encompassing four major innovative measures for foreign fire safety: (Fire Prevention) creating safe living and working environments that instill confidence in fire prevention; (Fire Response) establishing a rapid response system to protect lives; (Safety Culture) fostering a global-oriented Gyeonggi-do Fire and Disaster Headquarters that works alongside foreigners; and (Safety Systems) providing safety welfare services to foreigners.
To prioritize fire prevention, the expanded installation of fire alarms, fire extinguishers, and other residential firefighting paraphernalia in foreigner residences is being continued. Previously, 800 fire alarms and 400 fire extinguishers were provided free of charge to 426 dormitories for foreign workers at business sites. To strengthen initial fire safety education for foreign workers upon their entry into the country, discussions and collaborative activities with relevant agencies are planned.
Additionally, Ansan City’s multicultural district, densely populated with foreigners, will be designated as a "fire prevention reinforcement zone" to enhance fire safety investigations and firefighting education. Informational materials with guidelines for responding to ten different types of disasters, including fires, social and natural disasters, and emergency treatment, will be published in English, Chinese, Vietnamese and other languages for distribution in the latter half of the year.
To establish a rapid response system, the functionality of the 119 Situation Management System will be improved to quickly confirm information about foreigner lodgings from the reporting stage. Plans to support fire training at businesses employing foreign workers are being developed, and on-site training will be conducted for 274 establishments with 15 or more employees starting from July.
In Ansan City, a specialized firefighting team for multicultural support was established earlier this month, and after investigating the conditions of vinyl houses where vulnerable groups, including foreigners, reside, basic firefighting facilities will be provided.
Furthermore, in July, the "Foreigner 119 Youth Group" will be launched to participate in various events, including the 119 song contest, and a "Global Safety 119 Instructor Team" will be organized to provide fire safety education, particularly in regions with a large number of foreigners, through outreach efforts.
Additionally, efforts will be made to include long-term foreign residents in the category of vulnerable groups susceptible to fires, such as basic living subsidy recipients and individuals with severe disabilities. Legislative revisions will be pursued to mandate the installation of temporary firefighting paraphernalia, such as evacuation guides, at construction sites with many foreign workers. Additionally, certain buildings used as foreigner accommodations will be designated as specific fire protection targets, and regulations will be put in place to ensure the installation and maintenance of relevant firefighting facilities.
